Description: UNTIL NOW, THE EMPHASIS ON UPGRADING OR RESKILLING PEOPLE'S ABILITIES HAS PRIMARILY FOCUSED ON HARD SKILLS RATHER THAN SOFT SKILLS. FROM THIS NECESSITY - THE ASSESSMENT OF SOFT SKILLS - MARITIME ORGANIZATIONS LAID THE FOUNDATION FOR THE MANDATORY INTRODUCTION OF AN EMPIRICAL SOFT SKILLS SYSTEM IN SHIPPING AND THE MEASUREMENT AND EVALUATION OF IT WITH AN INSPECTOR SYSTEM. THE ABSENCE OF A THEORETICAL BACKGROUND THAT SCIENTIFICALLY DEFINES WHICH ARE THESE "SIGNIFICANT" SOFT SKILLS, HOW THEY SHOULD BE MEASURED PRECISELY, HOW THEY RELATE TO EACH OTHER AND TO THE DESIRED OUTCOMES, WHAT THEIR IMPORTANCE IS, AND HOW THEY SHOULD BE PRIORITIZED, HOW THEY VARY ACCORDING TO THE CHARACTERISTICS OF THE COMPANY, THE VESSEL, AND THE RESPONDENT, AND FINALLY, HOW LARGE DATA ARE INTELLIGENTLY EXTRACTED AND ANALYZED USING ARTIFICIAL INTELLIGENCE ALGORITHMS - IT IS THIS ABSENCE OF ALL THESE FACTORS THAT LED TO THIS PROJECT, THAT WILL - ATTEMPT TO - ADDRESS ALL THE ABOVE RELYING ON THE ABSOLUTE MATURITY AND EXPERIENCE OF THE COLLABORATING ENTITIES. THE OUTCOME WILL LEAD TO A REFERENCE BASIS AND THE FORMULATION OF POLICIES IN THE MARITIME SECTOR - WHERE GREECE IS A GLOBAL FORCE - AS WELL AS THE ACQUISITION OF RELEVANT PATENTS AND POSSIBLE DEVELOPMENT OF MARKETABLE PRODUCTS.
